The 8th High-level Forum on Industrial Solid Waste in Beijing-Tianjin-Hebei Region Concluded in Beijing: Jointly Building a New Pattern of Green Development and Cultivating New Quality Productivity


The forum focused on various types of tailings (coal gangue, metallurgical slag, fly ash, desulfurization gypsum) and construction waste generated from mines, steel mills, coal-fired power plants, stone quarries, chemical plants, and urban construction, etc. It built a comprehensive cooperation platform for local administrative departments, waste-producing enterprises, comprehensive utilization enterprises, and industrial investment enterprises with research institutions, experts and scholars, technology-based enterprises, and equipment manufacturers, etc. Through forms such as technical exchanges, equipment exhibitions, policy interpretations, providing overall solutions, and project matchmaking, it supported the construction of "zero-waste cities" in the region, promoted zero growth in the storage of bulk solid waste, and facilitated the clustered development of the resource recycling industry.

The forum set up multiple thematic sub-forums to address industry pain points with precision:
The National Forum on Resource Utilization of Construction Waste proposed new standards for the construction of "Zero-Waste Construction Sites" and promoted the large-scale application of recycled construction waste products.
The 3rd Special Forum on Backfilling Technology for Metal Mines and Coal Mines focused on innovations in backfilling technology to support mine ecological restoration and efficient resource reuse.
The 1st Special Forum on Carbon Dioxide Mineralization and Storage Using Solid Waste explored solid waste-based carbon sequestration technologies, opening up a new track for carbon reduction.
The Forum on Road Application of Bulk Solid Waste showcased mature cases of replacing traditional building materials with solid waste, providing support for the green transformation of the infrastructure sector.

Hu Yi, the general manager of Xi'an Silver Horse Company, delivered a report titled "High-Quality Utilization of Solid Waste and Integrated Solutions for Brick/Stone Production under the Background of Green New Quality Productivity" at the meeting.
She systematically expounded on the technical paths for the resource utilization of industrial and construction solid waste. As a national high-tech enterprise that has been deeply engaged in the field of environmental protection equipment for over three decades, Silver Horse, relying on its independently developed 2025 multipurpose block/stone integrated machine, has established a closed-loop solution covering the entire industrial chain from solid waste to building materials.


The report notes that the company's innovative R&D of the multipurpose block/stone integrated machine, through the high strength static pressure & servo vibration compound and dual-effect synergy technology, has broken through the technical bottleneck of using solid waste to produce high-density and high-end products such as PC artificial stone by dry and semi-dry methods, achieving large-scale and high-value utilization of solid waste.

This equipment can produce a variety of municipal building materials such as permeable bricks and PC artificial stones. Coupled with an intelligent control system, it significantly enhances production efficiency and product quality. Its technological achievements have been certified by the Ministry of Science and Technology as being at the "international leading level", and it has been included in the joint promotion list of multiple ministries and commissions. It has also won the honor of "2024 Annual First Set (Batch) of Major Technical Equipment ".

At present, Silver Horse has globally deployed over a hundred benchmark projects, serving leading enterprises such as Sinohydro and China Railway Construction Corporation Limited. Many of its projects have been recognized as government environmental protection demonstration projects. The report suggests that Silver Horse will deepen integration and innovation in areas such as equipment manufacturing, industrial clusters, and circular economy, providing replicable industrial models to assist enterprises in building green development systems.


The forum specially set up a precise investment promotion and matchmaking session for resource-based cities and a one-stop solution session for solid waste problems, facilitating numerous technical cooperation and investment intentions. Meanwhile, the forum is committed to opening up a second growth curve for the comprehensive utilization of resources in resource-based cities, promoting the development of new high-quality productivity in resource utilization based on local conditions, and exploring the superimposed application of underlying and advanced applicable technologies for the handling of hundreds of millions of tons of industrial solid waste, to drive the industrialization of projects and form new business models and patterns.

After the meeting, over a hundred representatives visited the Beijing Nanyuan Forest Wetland Park and the construction waste disposal site in Hebei Province.

The closing ceremony of the forum released the "Beijing Initiative on Comprehensive Utilization of Industrial Solid Waste in 2025", calling for deepening regional coordination mechanisms, increasing investment in scientific and technological innovation, and improving the industrial policy system.

The holding of this forum marks that the comprehensive utilization of industrial solid waste in the Beijing-Tianjin-Hebei region and surrounding areas has entered a new stage characterized by “regional collaboration, technology-driven innovation, and industrial agglomeration,” contributing wisdom and solutions to the modernization of China’s solid waste governance system.
